On April 11, 1997 an organizational meeting was held to discuss future plans for the Scottsville-Allen County Planning Commission.
In attendance were Mayor Dell Hall, County Clerk Elvis Russell, and Chris Nelson of WVLE. The commission members present included Mark Huntsman, John Emery, Lee Ann Blankenship, Billy Towe, Larry Wilcher, and Barbara Harwood.
All members of the commission took the oath of office and was sworn in by County Clerk Elvis Russell. During the course of the meeting, Larry Wilcher was chosen as the Chairman of the Commission, and Lee Ann Blankenship was selected as the Secretary.
Thus, the establishment of the Scottsville-Allen County Planning Commission marked the beginning of discussions on zoning, ordinances, subdivision regulations, by-laws, among other pivotal topics.
